  • Applications for things like Conditional Use Permits, or Variances, Rezoning, General Development Plans, Preliminary Plats, Final Plats, etc… require a public hearing in front of the respective Township’s Planning Commission and/or Board. Those public hearings are of course open to the public.
  • TCPA staff prepares a report that explains and analyzes the criteria that must be met for the Planning Commission and/or Board to approve an application. You’ll find links to those Staff reports on this page.
  • Typically, you’ll find the Staff report(s) on this page about a week before the public hearing.
  • After the public hearing and once the Planning Commission and/or Board has made a decision, the Staff reports are removed from this page.

A hearing to consider rezoning 28.97 acres from A-3 Agricultural District to R-1 Low-Density Residential District by Steve Connelly. The rezoning application includes a general development plan to subdivide the parcel into 10 lots served by a private road and individual sewage treatment systems and a shared well, The development is proposed to be known as Pavilion Estates.

Application:

A hearing to consider a preliminary plat for Mayo Woodlands Third consisting of 64.89 acres. The proposed plat consists of 7 residential lots, ranging in size from 2 to 2.96 aces, served by individual sewage treatment systems and shared wells. There will also be 33 residential cluster lots ranging in size from .50 to .69 acres served by community drain-fields and shared wells. The plat also includes four outlots which will serve as private roads, two outlots for the community septic systems and four outlots to serve as open space. The preliminary plat covers the entire undeveloped area within Mayo Woodlands Special District.

Viola Township

Craig and Kevin Scanlan are proposing to construct a 102’ x 200’ total confinement barn to house 2400 finish hogs. The existing facility is located in Olmsted County, Viola Township, Section 19, NW ¼ of the SW 1/4. The existing facility consists of 720 animal units or 2,400 swine between 55 and 300 lbs. which are housed in one 102’ x 200’ total confinement barn. Manure is currently stored in an existing 102’ x 200’ x 8’ underfloor poured reinforced concrete liquid manure storage area. Following expansion, the total animal units will be 1,440 or 4,800 swine between 55 and 300 lbs. Manure from the proposed confinement barn will be stored in a 102’ x 200’ x 8’ underfloor poured reinforced concrete liquid manure storage area.

The accessory structure is 3,552 sq.ft. and would be remodeled into a dog boarding kennel facility for 45 dogs. The applicant’s property is zoned A-2; Agricultural Protection District and is comprised of one tax parcel of 37.68 +/- acres.
