  • Applications for things like Conditional Use Permits, or Variances, Rezoning, General Development Plans, Preliminary Plats, Final Plats, etc… require a public hearing in front of the respective Township’s Planning Commission and/or Board. Those public hearings are of course open to the public.
  • TCPA staff prepares a report that explains and analyzes the criteria that must be met for the Planning Commission and/or Board to approve an application. You’ll find links to those Staff reports on this page.
  • Typically, you’ll find the Staff report(s) on this page about a week before the public hearing.
  • After the public hearing and once the Planning Commission and/or Board has made a decision, the Staff reports are removed from this page.

Application:

A hearing to consider rezoning 28.97 acres from A-3 Agricultural District to R-1 Low-Density Residential District by Steve Connelly. The rezoning application includes a general development plan to subdivide the parcel into 10 lots served by a private road and individual sewage treatment systems and a shared well, The development is proposed to be known as Pavilion Estates.

Rochester Township

Application:

A hearing to consider a preliminary plat for Mayo Woodlands Third consisting of 64.89 acres. The proposed plat consists of 7 residential lots, ranging in size from 2 to 2.96 aces, served by individual sewage treatment systems and shared wells. There will also be 33 residential cluster lots ranging in size from .50 to .69 acres served by community drain-fields and shared wells. The plat also includes four outlots which will serve as private roads, two outlots for the community septic systems and four outlots to serve as open space. The preliminary plat covers the entire undeveloped area within Mayo Woodlands Special District.

Kalmar Township

Application:

An application to construct a private driveway, pond, and dwelling. The proposed driveway is located in Section 3 and is an extension off of a private roadway. The driveway is approximately 1600 feet in length from an in-place private road. The dwelling site and proposed pond are in areas that are currently mapped as containing floodplain soils.
A conditional use permit is required by the Kalmar Township Zoning Ordinance Section 10.24 B for the impounding of waters. The area is zoned A-2 Agricultural Protection District.

Viola Township

Application:

The Viola Township Planning Commission on July 27, 2021, granted a conditional use permit to Craig and Kevin Scanlan to allow for the expansion of a feedlot to 1440 animal units in Section 19. “Section 4.04 Appeal of a Planning Commission Decision” of the Viola Township Zoning Ordinance allows for an appeal of a Commission decision. Brian Winters has appealed the decision to grant the conditional use permit.

Salem Township

An application for a Conditional Use Permit (CUP) in order to lease an existing building to allow for a farm drainage business on a parcel of property zoned A-2 Agricultural Protection District.

At the August 18th, 2021, meeting the applicant changed his application from a CUP – Conditional Use Permit – to an IUP – Interim Use Permit.

New Haven Township

Application:

An application for a variance to density on a 6.51-acre parcel of property zoned A-2; Agricultural Protection District. The parcel lies within a quarter-quarter section wherein the maximum non-farm dwelling density allowed by the New Haven ordinance has already been exceeded. The New Haven Township Zoning Ordinance allows one non-farm dwelling, on a parcel smaller than 35-acres, per quarter-quarter section. The applicant wishes to place a manufactured home on this property.

An application for a variance to the front yard setback on a 3.39-acre parcel of property zoned A-2; Agricultural Protection District. The applicant wishes to replace the existing manufactured home with a new manufactured home to be placed in the same location. The current manufactured home is only approximately 94 feet from the center of the road and the required setback is 105 feet from the center of the road. This will require a variance of 11 feet to the front yard setback criteria.
