  • Applications for things like Conditional Use Permits, or Variances, Rezoning, General Development Plans, Preliminary Plats, Final Plats, etc… require a public hearing in front of the respective Township’s Planning Commission and/or Board. Those public hearings are of course open to the public.
  • TCPA staff prepares a report that explains and analyzes the criteria that must be met for the Planning Commission and/or Board to approve an application. You’ll find links to those Staff reports on this page.
  • Typically, you’ll find the Staff report(s) on this page about a week before the public hearing.
  • After the public hearing and once the Planning Commission and/or Board has made a decision, the Staff reports are removed from this page.

Rochester Township

Application:

An application for a final plat consisting of; 10 single-family residential lots utilizing shared wells and individual sewage treatment systems, on 28.97 acres which are proposed to be known as Pavilion Estates. The development is located West of Lilly Farm Subdivision(s) and north of Boulder Creek Subdivision with access from Boulder Creek Lane SW. The parcel was rezoned from A-2 Agricultural Protection District to R-1 Low-Density Residential District by Rochester Township on November 10, 2021, and the preliminary plat was approved on August 11, 2022.

An application for a final plat converting 4 outlots into 9 single family residential lots known as Woodland Valley Estates Second. The preliminary plat was approved by the Rochester Township Planning Commission on May 10, 2022, and the Woodland Valley Estates plat was approved on August 11, 2022. The lots will be served by three shared wells and individual sewage treatment systems.

Cascade Township

Application:

An application for a conditional use permit to allow for a park and ride lot located near the intersection of 75th Street NW and US Highway 52 (SW corner). The proposed lot will provide bus transportation from the lot to downtown Rochester. The project will cover 5.73 acres of property which is currently owned by the State of Minnesota. Once completed the site is proposed to be transferred to the City of Rochester. The lot would hold approximately 477 vehicles. Eight of the parking spaces would be ADA-compliant.

Salem Township

Application:

An application to construct a private residential driveway in flood soils. The proposed driveway is in the NW1/4 of the SE1/4 of section 4 and accessing 95th Avenue. SW. The proposed driveway is in areas that are currently mapped as containing floodplain soils.

A conditional use permit is required by the Salem Township Zoning Ordinance Section 10.24 B for the impounding of waters and Section 9.08 C to allow fill in the floodplain to construct a roadway.

A memo and image showing the change in the 100-year inundation area and grading plan have been submitted as part of the application.

High Forest Township

An application to rezone approximately 80 acres in the S1/2 of the SW1/4 of Section 23 in High Forest Township from A-1; Agricultural Protection District to A-2; Agricultural Protection District. Parcel #: 542334034284 SECT-23 TWP-105 RANGE-014 80.00 AC S1/2 SW1/4 SEC 23 105-14. On the west side of 15th Avenue NE/County Road #120, one-half mile north of 20th Street NE.

If the rezoning is approved, then an application to subdivide the rezoned 80-acre parcel into a 40-acre buildable farm parcel, a 5-acre buildable non-farm parcel, and, a 35-acre non-buildable ag parcel.

An application for a final plat consisting of; 17 single-family residential lots utilizing shared wells and individual sewage treatment systems, and 2 outlots on 41.9 acres which is proposed to be known as Millie Meadow Estates Third. The proposed development is east of Millie Meadow Estates and Millie Meadow Estates Second. The parcel was rezoned from A-2 Agricultural Protection District to R-1 Low-Density Residential District by Rochester Township on October 13, 2022. The plat includes both public and private roadways. The preliminary plat was approved by the Rochester Township on November 7, 2022.

An application for a preliminary plat of approximately 167 +/- acres located primarily in the SW 1/4 and a small portion in the NW 1/4 all in Section 20 T106N, R14. The plat proposal includes forty-five (45) lots and one (1) outlot to be known as Royal Oaks Farm. It is the first phase of what is proposed as an 84-unit large-lot residential housing development. The residential lot sizes in this phase range from 2.08 acres to 8.54 acres in size and will be served by four (4) shared wells and individual septic systems.

Rochester Township

An application for a conditional use permit to allow for the conversion of the house located at 3730 Mayowood Road SW to corporate offices. The home is a part of the Mayowood Historic District and is sometimes known as the Biermann House. The applicant has indicated a desire to convert the dwelling into corporate offices for 4 to 5 employees.

Rochester Township

Application:

In September of 2021, Ed Clark requested to subdivide two tax parcels – comprised of approximately 152 acres – into three parcels, each of which was larger than a farm-size parcel. The Rochester Town Board approved that request with metes and bounds subdivision #RTMB-21-03.

Then in December of 2021, Daniel Penz requested to further subdivide one of the parcels – comprised of 51.41-acres – into three smaller buildable non-farm size parcels; 16.41-acres, 16.22-acres and 18.78-acres respectively. All three of those parcels met the A-3 Agricultural District criteria for non-farm dwelling parcels. The subdivision request was approved by the Rochester Town Board with metes and bounds subdivision #RTMB-21-05.

Darren Groteboer, the owner/applicant, has since purchased the 16.41-acre parcel, and the 16.22-acre parcel, and will be closing, within the month, on the 18.78-acre parcel. Mr. Groteboer has applied for building permits for an accessory building and a home on the most southerly parcel comprised of 16.41 acres.

At this time Groteboer wishes to rearrange the lot lines of the three parcels. There will still be three buildable non-farm size dwelling parcels which will now be 8.12 acres, 10.13 acres, and 33.17 acres respectively. Groteboer’s house and the accessory building will be located on the 33.17-acre parcel.

Cascade Township

Application:

An application to change the zoning from A-3 Agricultural District to R-1 Low-Density Residential District for a 15.54-acre parcel of property owned by Dennis Thein. The parcel has been improved with an accessory building. The adjacent contiguous dwelling parcel, also owned by Dennis Thein and addressed as 6011 Woodridge Court NE, is split by the westerly property line of Lot 6, Block 1 of Zarins 1st Subdivision, which is zoned R-1. The agriculturally zoned parcel is shown as “Suburban Development” on the Olmsted County Land Use Plan Map. The reason for the request is to allow for the combining of the two lots and remove the property line.
