STAFF REPORTS

 

  • Applications for things like Conditional Use Permits, or Variances, Rezoning, General Development Plans, Preliminary Plats, Final Plats, etc… require a public hearing in front of the respective Township’s Planning Commission and/or Board. Those public hearings are of course open to the public.
  • TCPA staff prepares a report that explains and analyzes the criteria that must be met for the Planning Commission and/or Board to approve an application. You’ll find links to those Staff reports on this page.
  • Typically, you’ll find the Staff report(s) on this page about a week before the public hearing.
  • After the public hearing and once the Planning Commission and/or Board has made a decision, the Staff reports are removed from this page.

Cascade Township

An application has been submitted to change the zoning from AgRC-AER (Agricultural/Resource Commercial District – Aggregate Extraction and Reuse) to HC (Highway Commercial District) for approximately 12.06 acres of property owned by Mathy Construction Company. The parcel is shown as “Urban Service” on the Olmsted County Land Use Plan. This rezone application is submitted as the first phase of the residential development reclamation plan as approved in the Conditional Use Permit granted on August 21, 2018. The Cascade Township Planning Commission will make a recommendation of approval/denial to the Township Board to be heard at their next regularly scheduled meeting.

Cascade Township is proposing to update their parking ordinance to enforce this regulation more effectively. Said changes are available at the TCPA office, from 9:00 am to 3:00 pm, Monday through Friday – or by clicking the link below.
The Cascade Township Board of Supervisors has been working on said changes.

An application for a variance to the accessory building size ordinance on a 2.46-acre parcel of property zoned R-1; Low Density Residential District. The owner/applicant wishes to build a 1,792 sq.ft. (32’x56’x14’ 5-1/8”) accessory structure. While the Homeowners Association Covenants allow accessory structures up to 3,000 sq.ft. in size, the R-1 ordinance limits the size of an accessory building on a parcel larger than two acres to no more than 1,500 sq.ft. Therefore, the proposed accessory structure would require a variance to the ordinance of 292 sq.ft.

Proposal:

The addition of Special District language to the New Haven Ordinance. Special Districts allow for a property or area to be rezoned for a special or limited purpose. As the New Haven Ordinance stands, there is no special district language, meaning the town board would be unable to create such a district until said language is added to the ordinance.
