  • Applications for things like Conditional Use Permits, or Variances, Rezoning, General Development Plans, Preliminary Plats, Final Plats, etc… require a public hearing in front of the respective Township’s Planning Commission and/or Board. Those public hearings are of course open to the public.
  • TCPA staff prepares a report that explains and analyzes the criteria that must be met for the Planning Commission and/or Board to approve an application. You’ll find links to those Staff reports on this page.
  • Typically, you’ll find the Staff report(s) on this page about a week before the public hearing.
  • After the public hearing and once the Planning Commission and/or Board has made a decision, the Staff reports are removed from this page.

Application:

A hearing to consider rezoning 28.97 acres from A-3 Agricultural District to R-1 Low-Density Residential District by Steve Connelly, property owner and applicant international Properties, LLC. The rezoning application includes a general development plan that is consistent with the new information that was part of the Environmental Assessment Worksheet and accepted by the Town Board on September 9, 2021, as being complete and no Environmental Impact Statement would be required. The application indicates a desire to subdivide the parcel into 10 lots served by a private road and individual sewage treatment systems and shared wells. The development is proposed to be known as Pavilion Estates.

The decision was tabled at the last meeting and will be considered at the November Rochester town Board meeting.

Rochester Township

Application:

The hearing is to consider an application for a General Development Plan (GDP) and Zone change for two tax parcels totaling approximately 63.91 acres. The parcels are currently zoned A-3; Agricultural District and are within the Suburban Subdivision areas of the Olmsted County and Rochester Township Land Use Plans. The requested zone change is to R-1; Low-Density Residential District.

A total of 15 single-family residential lots are shown on the GDP and the proposed name of the subdivision is Woodland Valley Estates. The lots will be served by individual septic systems and two private shared wells. The Planning Commission will make recommendations to the Town Board on the submitted applications. If the Planning Commission makes a recommendation the Rochester Town Board will consider said recommendation at their next regularly scheduled meeting on Thursday, January 13th, 2022.

An application to rezone approximately 15.6 acres in the Northeast ¼ of Section 18, Rochester Township from A-3; Agricultural District to Agricultural/Resource Commercial District AER, to allow for sand mining. The application does not include access onto Old Valley Road SW but does include creating an access road onto Salem Road SW.

Mining could not begin prior to zoning approval and approval of a conditional use permit.

Salem Township

Kalmar Township

Application:

An application to rezone (amend Montgomery Meadows Special District Map) approximately 1.16 acres from Montgomery Meadows Special District – A1 Agricultural Protection to Montgomery Meadows Special District R-1 Mixed Single Family to allow for the conversion of a structure that was once a dwelling back to a dwelling. After considering the request the Planning Commission will make a recommendation to the Town Board who will consider said recommendation at their Town Board meeting which follows at 7:00 pm on the same day at the same location.

Kalmar Township

Application:

An application for a conditional use permit to construct a driveway, a portion of which will go through floodplain soils. The proposed driveway will cross over floodplain soils in the NW ¼ of the NW ¼ of Section 2 T107N R15W to serve a proposed dwelling located in the SW ¼ of the NW ¼ of the same section. The proposed driveway is approximately 1800 feet in length and will connect to 75th Street NW. The applicant has applied for a grading permit and provided flood modeling for 2-, 10-, 25- and 100-year flood events.

Haverhill Township

An application for a conditional use permit to expand the uses on a parcel of property within an Ag/RC Agricultural Resource Commercial District on a 6.67-acre parcel. The current conditional use permit (HHCUP-06-04) allows for a lawn and garden supply store and nursery. The applicants are requesting to add a contractor’s storage yard in addition to the current use.
