Zoning Administrator Job Description
- Work with township officers enforcing and administering township zoning and subdivision ordinances.
- Issue zoning certificates and other permits as required by the terms of the zoning and subdivision ordinances.
- Conduct inspections as to the use of buildings and land to determine compliance with zoning and subdivision ordinances.
- Maintain permanent and current records of the zoning and subdivision ordinances, including but not limited to all maps, amendments, conditional uses, variances, appeals, and applications.
- Receive and publish legal notices.
- Research, and report on all applications for appeals, variances, conditional uses, amendments, plats, certificates of survey, and other matters to the designated official bodies.
- Assist the township boards, township planning commissions, and township boards of adjustment on matters of land use development and regulations.
- Institute in the name of the township, on the direction of the township board, any appropriate actions or proceedings against a violator. This includes providing the necessary materials to the town attorney and testifying in court.
- Coordinate with other townships and with Olmsted County for the efficient administration of zoning regulation and subdivision concerns.
- Coordinate with the building inspector and septic inspectors on enforcement of the respective township ordinances. This includes oversight and issuance of septic permits and collecting building permit fees.
- Provide reports associated with land development to the appropriate governmental agencies.
- Help the townships update their current ordinances and advise on conflicts that may exist between State and County Regulations and Ordinances.
- Maintain offices as provided by the Board.
- Coordinate actions with other governmental agencies and town employees who have overlapping responsibilities.
- Coordinate educational opportunities for board and commission members.
- Coordinate development oversight with Township Clerks, Engineers, and Attorneys.

A Short History of TCPA
TCPA or Township Cooperative Planning Association is currently comprised of 13 member townships and one associate member township in Olmsted County, Minnesota.
Formed in May of 1997 by six of the 13 townships, TCPA provides a central office and depository of information that all member townships and their elected officials may access to assist them in the day-to-day operation of their townships.
TCPA staff handles all daily activity, including, but not limited to; applications for zoning, conditional use permits and variances, the subdivision and platting of agricultural and development land as well as the issuance of all building permits.
